Cyrillic to Latin: clean addresses and file names

Addresses and file names written with Cyrillic letters are turned into Latin ones when they are saved. For example, “Про нас” becomes pro-nas, so links stay short and readable wherever they are pasted.

What it changes

• Addresses of pages, posts, categories and tags.
• Names of uploaded files.

Only what is saved from now on changes. Existing addresses are left alone, so no link breaks. Switch the whole tool off on the Dashboard.
